Can you renew only the arm pads?
That can be assessed. Send their condition, attachment details and photographs of the adjoining seat so the new finish can be considered alongside retained upholstery.
Can the upholstery fix a loose folding armrest?
No. A loose hinge or mounting needs the appropriate mechanical assessment. The upholstery scope should be agreed once the supporting part is sound.
